KeyStart Eligibility Criteria
1. The applicant should be a ComLink+ family (i.e. a family with one or more children below 21 years old) living in a HDB rental flat, with at least 1 Singapore Citizen adult.
2. The applicant should have a stable marriage without marital issues or conflict, if they are married. If the applicant is currently undergoing divorce, he/she should only be referred to KeyStart after divorce has been finalised.
3. The applicant should have at least one adult household member who has sustained at least 6 months of continuous employment. It is advisable that the applicant’s gross income should be $1,600 per month or more, but applicants who earn below the amount will still be assessed accordingly on their financial readiness for home ownership.
4. The applicant should be applying for Build-To-Order (BTO) and Sale of Balance Flats (SBF) flats from HDB.
5. The applicant should have sufficient time to meaningfully participate in KeyStart Programme and benefit from the guidance provided and savings matching grant (if approved). A useful proxy indicator is that such applicants would typically have not applied for a HDB purchased flat yet, or have not signed the Agreement for Lease (AFL) for their purchased flat.
